The third event of the "Understand - Share" initiative together to combat corruption was held on Sunday, March 5, 2023, by holding a symposium on "Financial and Administrative Corruption - Negative Effects and Treatment Methods" at the Faculty of Pharmacy, under the auspices of Prof. Dr. Sherif Khater - President of Mansoura University, Mr. Prof. Dr. / Mahmoud El-Meligy - Vice President for Community Service and Environmental Development Affairs, supervised by Mrs. Prof. Dr. Manal Eid - Dean of the College, Mr.Dr. Hani Kenawy - Vice Dean for Community Service and Environmental Development, Ms. Prof. Dr. Samah Hafez - Dean of the College of Commerce for Community Service Affairs and Head of the Anti-Corruption Team, and in the presence of Mr. Dr. Rasha Barwa - Vice Dean for Education and Student Affairs and Mr. Dr. Khaled Bashir Vice Dean for Postgraduate Studies and Research.
Prof. Dr. Mahmoud Al-Naghi - Financial Adviser to the President of Mansoura University and Head of the Division of Accounting and Auditing Practitioners spoke about corruption as the exploitation of public authority to achieve personal benefit, and that ignorance, poverty, low educational level and lack of transparency create corruption, and he dealt with practical cases of images of corruption and its mechanisms and referred to a triangle Corruption and how to combat it through (prevention, detection and reaction), and the importance of religious motivation in reducing corruption.
While Counselor Abdel Salam Steen pointed out that corruption is a global phenomenon and is the opposite of reform and integrity, and corruption stems from several personal, social and political reasons, and he explained the role of administrative oversight in combating and combating corruption, and the role of the state in urging citizens to report corruption in the interest of the public interest.
Prof. Dr. Hani Qinawy also noted that corruption is not limited to a specific group and urged to report errors and cases of corruption, considering that this is reform in the land and serves the public interest, and that renunciation of corruption begins with morals and conscience, as it is the main motive for combating corruption.
Prof. Dr. Samah Hafez spoke about the state's efforts to combat financial and administrative corruption by issuing the new general finance law and the time shift from balancing items and oversight to balancing programs and performance, as well as applying the electronic government payment system and others in light of the digital transformation. She also reviewed governance mechanisms to achieve transparency and integrity. , and modern control mechanisms for the application of internal audit in the units, and the structure of the Central Auditing Organization.
